You can dis-allow these after you fix the original issue, but ACCESS TO THE IPHONE is needed in order to update the Apple Store application and the other apps installed on your phone. Allowing or removing restrictions allows you to update the Apple Store app, as well as other apps on your iPhone 11 pro. HERE IS THE FIX: In the Apple iPhone User guide that is unique to the operating system (IOS 13), find more information for temporarily removing what may be related to parental controls and Content & Privacy restrictions located under Settings/Screen Time/iTunes & App Store Purchases. I tried logging off, log out of the iTunes and Apple store, closing all open apps or pages and logging off the phone, and basically rebooting the iPhone, but nothing worked. There was no way around or resolution to the issue. Trying to access directly, by typing in the actual web address also did not work. If I click on Update, it displays the message: "Safari cannot open the page because the address is invalid/OK". When I tried to access Apple Store apps through Safari, it returned a popup saying "the Apple Store app has been updated/click on UPDATE". After days of trying, including a chat with an Apple “expert”, I was still unable to access the Apple Store apps to download a new app, or update the Apple Store app.
